Korea Exchange Opens KOSDAQ Transfer Consulting to KONEX Firms

Korea Exchange said on 20 July that it will provide consulting services to KONEX-listed companies preparing to move up to KOSDAQ, an effort to smooth the graduation path from Korea’s smallest public market to its main growth board.

Why the Step-Up Path Needs Help

KONEX sits at the bottom of Korea’s three-tier listing structure, designed as an entry venue for early-stage and small companies that cannot yet meet KOSDAQ’s requirements. The board’s value depends almost entirely on whether companies actually move off it — a KONEX listing that leads nowhere leaves a firm with the compliance burden of being public and little of the liquidity. Transfer listing is the mechanism that is supposed to close that loop, and it is where the friction sits: the disclosure, governance and financial-reporting standards a company must satisfy on the way to KOSDAQ are a meaningful jump from what KONEX asks.

By putting its own staff in an advisory role, the exchange is positioning itself earlier in that process than a listing gatekeeper normally sits. The operator that ultimately reviews the application is now also helping candidates prepare it — an approach that trades some formal distance for a lower failure rate among firms that are viable but under-resourced on the paperwork.

The Exchange Behind the Program

Korea Exchange is the country’s sole securities exchange operator, headquartered in Busan with a Seoul branch that runs the cash markets and market oversight (X1). Its structure explains why a KONEX-to-KOSDAQ handoff is an internal matter rather than a transfer between competing venues: the institution was assembled by merging the stock exchange, the futures exchange and KOSDAQ under dedicated legislation, with each folded in as a division of the combined entity (X2).

That single-operator design gives KRX an unusual amount of control over the pipeline. It sets the admission standards at every tier, reviews the applications, and now coaches the applicants.

Growth Concentrated at the Top

The market KRX oversees has expanded sharply. As of January 2026 it hosted 2,901 listed companies with a combined market value of ₩4,277 trillion, roughly $2.95 trillion (X3). Five years earlier, in December 2020, the count stood at 2,409 companies worth about ₩2.3 quadrillion, or some US$2.1 trillion (X4).

The asymmetry in those figures is the relevant part. Listings rose about 20 percent over the period while aggregate value rose far faster in won terms — growth that accrued disproportionately to large caps rather than to the small companies KONEX was built to serve. A junior board whose members cannot graduate is a structural drag on that distribution, which gives the exchange a direct interest in unblocking it.

An Operator Building Out Its Franchise

The consulting program lands alongside other moves to extend KRX’s institutional reach. In April 2025 the exchange agreed to supply clearing and settlement technology to the Stock Exchange of Thailand, a deal it framed as pushing Korean market infrastructure into Southeast Asia (X6). Exporting plumbing abroad and shepherding small domestic issuers up the ladder are different activities, but both reflect an operator treating market development as something it actively manages rather than passively hosts.

Open Questions

The announcement leaves the operational details unstated: how many companies the program can take, what it costs participants, how long the advisory engagement runs, and whether firms that complete it face any different treatment at the review stage. Those specifics will determine whether this is a substantive intervention or a modest advisory service.

The measure that matters is the transfer count. If KONEX-to-KOSDAQ graduations pick up over the next several review cycles, the bottleneck was administrative capacity. If they do not, the constraint was never the paperwork — it was that too few KONEX companies can meet KOSDAQ’s bar at all, and consulting cannot fix that.
