South Korea Unveils 2026 Tax Reform Plan Ahead of Autumn Assembly Session

South Korea’s Ministry of Finance and Economy has announced its 2026 tax reform plan, the government’s annual package of proposed revisions to the national tax code. The announcement opens the most consequential stretch of Korea’s fiscal calendar: the proposals now move through public consultation and cabinet review before reaching the National Assembly, where lawmakers will decide which measures become law and when they take effect.

An Annual Package That Sets the Fiscal Tone

The tax reform plan is the Korean government’s principal instrument for adjusting how households and companies are taxed each year. Rather than piecemeal amendments, the ministry bundles its proposed changes into a single package released in late summer, covering areas that in past cycles have ranged from corporate and income taxation to investment incentives and property-related levies. Because the package is drafted by the same ministry that manages the national budget, it also serves as an early indication of the government’s broader fiscal stance heading into the next year.

For businesses and investors, the release marks the start of a planning window. Tax advisers and corporate finance teams typically spend the weeks after the announcement mapping the proposals against their own exposure, since measures that survive the legislative process generally apply from the start of the following year.

The Road Through the National Assembly

The ministry’s proposals are not final. After the statutory notice-and-comment period and cabinet approval, the package is submitted to the National Assembly for the regular session that convenes in the fall. There, the relevant standing committee and its tax subcommittee negotiate revisions, and in recent years final passage has come near year-end alongside the budget. Individual measures can be softened, expanded, or dropped entirely in that process, so the version enacted in December often differs meaningfully from the plan announced in August. The committee schedule and any amendments tabled during deliberation will determine the package’s final shape.
